ACADEMIC RESEARCH
Georgios Papamichail is Director of the Directorate of Efficiency, Certification and New Technologies at the National Centre for Public Administration and Local Government (ΕΚΔΔΑ). In this role he leads the organisation’s digital infrastructure and its quality and certification work. This includes the Microsoft 365 environment and the Windows Server/Active Directory and Hyper-V infrastructure, a Windows 11 deployment across 150 workstations, the migration of the opengov.gr platform to Microsoft Azure, and the ISO 9001 quality management system. He has helped run large EU Recovery and Resilience Facility projects on digital upskilling of public servants and AI-driven workforce planning, as well as the GR digiGOV-innoHUB innovation project. He has also contributed to GDPR compliance, public procurement and the drafting of amendments to ΕΚΔΔΑ’s organisational statute. A computer engineer by training with CCNA/CCNP certifications, he combines technical expertise in networking and systems administration with deep knowledge of Greek administrative law, public procurement and data protection. Alongside his public-sector career he has taught ICT for many years as an adjunct lecturer at universities and colleges and as a Tutor-Advisor at the Hellenic Open University. He has also published widely in decision making, operations research, e-commerce and computational biology.
2001 – today: Tutor-Advisor (ΣΕΠ) at the Hellenic Open University, Thematic Unit ΠΛΗ10 and ΠΛΗ50, Adjuct Assistant Professor at the Athens University of Economics and Business, Lecturer at private colleges in partnership with UK universities (Athens Tech, New York College, Metropolitan College). Lessons delivered in the area of ICT:
· Computer Networks
· Operating Systems
· Computer Systems Architecture
· Mathematics for Computing
· Supervision of undergraduate and postgraduate theses
2007–2025: Cisco Networking Academy Instructor, with over 4.700 hours of documented instruction across CCNA programs.
